Well as we know many young girl love money...if only the government can give such girls "virgins" a monthly Stipend for keeping their virginity.. This will indeed help a lot ...to decrease the rate of HIV and aids.
Stipend might help but then it will probably backfires at a later stage. For young girls to know that their virginity has a price tag it's a problem because even if they loose their virginity they might want to figure out ways of retaining the income and sell thier services.
